What should be done when the team has low performance due to issues of organizational culture?

Plant a new sapling.
Detach the team, have one member each for all its functions, "empower them enough" to create new rules. Work with Agility. This may entice the rest of the organization to perform.

We do not change culture. We change the norms and standards that result in behavior. People pay attention to what they are measured about.

I agree with Sergio.
Make it clear to your team what you pay attention to, measure, and control. Also, communicate your priorities by how you appraise team and allocate rewards.

One step at a time, start small. Changing organization culture is a difficult journey especially if you are starting bottom up.

Juan, you could try to establish a project culture and isolate the team from influences of the corporate culture. This happens quite often when companies introduce agile teams, bottom up. These follow a culture of trust, collaboration and supporting, while the companies often stick in their culture of individual careers, silo thinking and competition. The point is that the team members feel to be part of a special tribe.
I agree with Thomas. While you lack the power to change bad organizational culture, do your utmost to create bubble of good culture within your project or department. Often this is enough to significantly improve the performance of those within your sphere of influence.
