Flex PM

I'm looking for any standards or processes that are available regarding what I call a Flex PM. This is someone not formally trained as a project manager and might not have any prior skills, but shows an aptitude towards becoming one or at least acting as one. Reasons why a portfolio manager might opt for a Flex PM could be due to headcount freezes, financial pressures, current PMs allocated at 100%, etc. Anyone have experience in implementing a Flex PM process or governance? Thanks.
