Definitely, though many templates are electronic based. They provide consistency and foundation for reuse. Many organizations create these templates to fit their defined standards, branding, and processes. The software/tools defined and implemented into an organization is highly dependent on the organization, environment/architecture, requirements, cost, etc.
But yes, digitizing authoritative content provides an auditable, traceable, centralized, and available source of project information. Saving Changes...
Simply because all the "good" templates are not digitalized. As Andrew alluded to, digitization works if there is a central repository and it can be accessed by a variety of devices. All- This is an interesting discussion that spurs me to comment. In the Construction Industry, no matter where I am, or how hard I try, I just can't seem to convince senior management of the value of a Project Management software system. I believe this is due to 2 factors: 1) An all inclusive management system would (theoretically) allow an accurate depiction via Senior Management dashboards of the status of the Company's various Projects, and also the KPI's of various departments and their Managers. This causes significant angst throughout the Company Management. 2) I have yet to find a software system that works well for the Construction Industry. In my opinion, it must be intuitive to the lowest common denominator in the Organization (usually the admin guys charged with significant input), and sophisticated enough to handle Cad Drawings, Correspondence, Inventory, Sales, Contracts, field Reporting, Procurement, Submittals, RFI's, etc, and Management Dashboards.
Thus far, the products on the market now are a patchwork quilt and not easily managed. In some recent presentations by the major product suppliers, our team discovered the 3 hour presentations were extremely crude and faulty. While we picked the best of bad Products and pushed for financing, we were easily criticized for the shortcomings of the Product..........
I am not aware of anything better than what we examined in 2015. If you are confident that I am incorrect, please forward me any product ideas you have found to be useful!
The cost & effort involved in customizing ANY third-party solution to fully meet the data needs of all stakeholders is usually prohibitive. That's why it's more common to find a mishmash of commercial tools and standalone MS Office-based templates.
Having worked with over 150 clients across multiple industries who were looking for that EPM/PPM "Holy Grail" tool that captured everything and had a high degree of usability, no one found it.

If you have the right talent and the right tools to integrate all the mish mash then it can and it will. The problem why so many projects fail is multiple reasons but mainly not having the proper tools. Most companies don't want to spend the money on development so baselines get off track, people not getting held accountable, many are project managers by default, etc. The holy grail is here look into Enovia I'm telling you you will love it. I love it and I've seen it tested it tried it use it and recommended it for EPM and PPM Saving Changes...
