As with nutrition, anything taken to excess is bad. Excessive delegation could be perceived as purely "passing the buck" and might indicate the PM is not actually "doing" anything.

Given my experience that most can not delegate well, I tend to agree to the statement though. You have to experiment and know best practices, then you will get better in anything, including delegation.
Delegation is a means to influence others, which is the core of leadership.
An apprentice normally is not able to delegate anything, a CEO cannot survive without. Management in between is struggling.
BTW - volunteer leadership is a good sandbox to experiment with delegation. Saving Changes...
