How can we use monitoring and evaluation based on documents such as WBS, Charter. I'm not looking for a ready answer but more as someone could give me an idea, how to start. Thank you. when we are monitoring or evaluating the progress of our projects, we are always comparing two things. One is a planned outcome and the second is one or more actual outcomes. The magnitude of the variance between those and its impacts will directly influence what we do.
For example, if I am monitoring schedule progress, I will compare my baselined project schedule against a current schedule forecast.
If you are writing a paper for college, then what Kiron said will help you. I would further highlight that you need to begin with a baseline in a project (if it wasn't clear already) from which to monitor and evaluate changes against that baseline. You can think of things like schedule, budget and even documents like the WBS as a baseline from which you need to always monitor. If things go steady and you stay on track, then great. But if things go off track (different than what your baseline indicates) then you need to make some changes. Saving Changes...

Charter can be used as monitor and evaluation document to check what should be included within and outside project scope. The project manager could also measure milestones for each task in the project plan that would allow to find out if they're completed within specific time frame. Saving Changes...

The main project baselines are cost,schedule and scope. Then a project management plan should contain a description of how the integrity of these baselines will be maintained. You also need a change management plan which defines how changes will be monitored and controlled. Once the project has been baselined all requested changes should be recorded in written form and entered into the change management system. This is important for evaluation , your baseline has to be stable so that you can compare your actual situation to it. And by the way you do not have to apologize for asking a question. Whether you are a student or a seasoned professional , as long as the topic is related to project management, you are more than welcome. I guess other members of the community will agree. Completely agree with my colleagues, and tbh, one of my first thoughts was on the initiative and cleverness to come here to ask this question.
Also, something to note is how important the monitoring and evaluation is. Too often the benefits of the planning is not reaped by not 1) baselining, and 2) not monitoring, controlling, and reporting accurately on status. It is these resultant metrics that help guide effective decision making Saving Changes...

It is all about deliverables; Inspection is your best tool to validate it. however, keep in mind that using third party inspection is important to look at to mitigate your risk and it is always good to have fresh pair of eyes and someone from outside the project to do it. Saving Changes...
