Communication management is very vital and essential requirement for any project's success. There are various tools and technologies being used to ensure effective communication management in various scale projects. Wherever there are loose hand on communication part, there are likely chances to spend more money/resources even in small projects.

I would like to discuss on global experience where projects are failed or over spent due to poor communication management on various scale projects. Please share your views and experience on the same.

Hardik, this is a very open question. I think it is not easy to put numbers against good or bad communication. However what I would say is that most failed projects failed because of insufficient communication. Or in other words: any failed project failed at least because of communication and maybe some more reasons on top.
Project are about people and managing people successfully requires good communication. Effectiveness is certainly a factor, but feels a bit to technical. Good communication focusses on people first with good communication skills like outlined by Kiron: active listening, empathy, openess for diversity and many more.
But back to the core of your question. Simplified I would say almost 100% of failed projects failed because of communication gaps at least as one if not the main reason. Overspending is more difficult. I see most impact in ensuring understanding of and committment to the project goals. This is already not easy and gets even harder due to hidden agendas and other games. Maybe any overrun you cannot clearly map to another problem is most likely related to communication. Might not be 100% correct but a guess.
Examples: many ;-)

Effective Communication is of high importance in projects, if not the highest. When communication is not properly and effectively managed, lots of conflicts and issues will arise. Even on a personal level, if you do not communicate clearly, in may cases it could cause misunderstandings.
