One is a role and the other is an entity (usually a team or department). The focus of the former is usually pretty consistent across companies with regards to planning & executing projects whereas the latter can vary depending on the mandate of the PMO, size, authority and so on.

As Sergio & Eric have indicated, there is also a range of variation about what a PM officer does. In some cases, I've seen it be a senior role with significant authority and governance oversight whereas in others it is a coordinator or analyst type role.

I think 'Project Management Officer' may be a subjective description whose definition varies from company to company.
