Can someone explain a process for Engineering changes or new equipment process? Need help coming up with a change management process. Project approval process seems to different than a change management approval process. To me it's the same.

Are you referring to a production change control process or an organizational change management process as the two are quite different. The former might be performed within the lifecycle of a project to implement a production change to existing equipment whereas the latter will usually start before a project is initiated and will continue after the end of a project to ensure the sustainability of the implemented people/process/technology changes.

You could review ITIL resources to get a good starting point for a production change control process, but as far as purchases goes, that should be defined via your organization's procurement standards or policies.
