Should the PMO get into knowing the pipeline in an organization?

If you mean the pipeline of upcoming projects & programs then (depending on the mandate for the PMO) yes, especially if they are helping to facilitate project portfolio management activities.

However, a PMO which is purely looking at standards & controls may not need to be as plugged into the pipeline.

The common pipelines we come across as PM's would be project pipelines and sales pipelines during interaction with the sale department. Having said that, professional services organizations that sell project management services would have this as one pipeline. So it depends on your organization.

It depends on the PMO are in charge to demmand management or not. In my case I always worked into PMO where we manage the demmand. Perhaps not when the PMO was created by time after indeed.

I think it really helps to understand the business pipeline as it helps prioritise work. The PMO might be responsible for the pipeline as well, if it assists with projects coming in and prioritisation.
