While reading the Project Management Journal I saw an article on megaprojects—projects of enormous scope with associated increases in benefits, complexity, risks, and resources. Megaprojects tackle “powerful economic, social and symbolic roles in society” (Flyvbjerg, 2014).
Can a MegaProject be turned into a more controlled Program instead? Saving Changes...
Probably in the $Billions of dollars, not to mention other criteria such as size, complexity and timeline. Saving Changes...

Could be the Mega spans organizations and their own programs. Plus, the term 'Mega' likely garners more respect, and intrigue, and ultimately probably more buy-in and funding. Saving Changes...
Programs are not large projects. A very large project may be referred to as a megaproject. As a guideline, megaprojects cost US$1billion or more, affect 1 million or more people, and run for years."
This statement is as per Guide to PMBOK 6th edition.

Najam - correctly, remember the objective of this forum is also to discuss. You and I may know what a concept is but others may not. Also sometimes you may have an idea wrong, and this forum helps to clarify.
Correct "a very large project may be referred to as a megaproject" and "programs are not large projects" (PMI, 2017)

My belief is the term megaproject itself is misleading as all the ones I've read about were run as programs with multiple individual integrated projects.
Cost alone is not a determinant of a megaproject - overall size (duration, effort, cost, resources, number of stakeholders) and complexity would be better attributes.

One would think mega project is a project that is worth a billion or more. So many other factor are involved like the value, manpower, technilogy, size of equipment, etc. Not only the cost or value determines if it is a mega project or not. Saving Changes...
