One may try Program Quality Assurance Office or Quality & Risk Management Program Office.
One should keep the name of the department that justifies functions of the department.

The question I have is why ie what's the context/background for using another name for the PMO?

Best Practice Center?

I think PMO is fine however, and as Amany noted, why bother changing it?

PMO is fine with me.

The Project Management Office in a nutshell sets the standards to be followed in the organization along with the collection of reporting from each project so they can publish executive status reports.

When you work in a company with no PMO, I call it "Willd Wild West". Staff want to run free and do things their own way compared to companies with PMO guidance. Project Managers get less pushback fom their teams when a PMO is in place. I have experienced both environments and I speak from experience.

Even I would like to know why you need alternate name?
However, my suggestion is PCE - Project Controlling and Excellence

Any specific need to change the name - as others elude too? PMO seems just fine. If need be, create a name around Quality, Risk, and Change. QRCO? Not sure entirely necessary though.

A rose by any other name or a dead fish by any other name will smell as sweet(or not)!

The bank I used to work for just rebranded their EPMO as Enterprise Project Delivery Excellence and renamed the PMOs in lines of business as Project Delivery Groups.

Sachana, what you call "project management offices" we in construction have been calling "project controls" since at very least the mid 1950's and probably before that even.

To see what "project controls" looks like or consists of, you can go HERE: http://www.planningplanet.com/guild/certification
