The only way to avoid high turnover issue is to be more rigorous on the selection. Test people on their level of authenticity, learn more about their weaknesses and see if they are governed more by their weakness of strengths. This could give you tremendous insight on how people really are and the skills come later. Skills can be learned but character is something that people build over their life time and it does not change very often.
