Clearly I prefer in-person. Many reason make it difficult or too costly. So each situation need to be review. With modern tool you can reach an almost face to face meeting.

All things being equal, definitely face-to-face meetings.

If we weigh in cost and travel time - then definitely virtual meetings.

There's no preference in today's world. Communications should be happening well at all levels which includes local and global workforce. As PM we are working with vendors too to complete projects. So it's not possible to have in person meetings with vendors.
Having just a local team is restricting the team to grow. Also, local may not work always due to commute and traffic congestion issues. HR works to make it easier for employees to work remotely so it's more productive and efficient.
Technology has helped to improve communication with various different tools im/chat/video conferencing.

It is a fact that meetings in-person are more effective, however virtual meetings have the virtue of defeating the distance in a short notice !!
