Business development falls under general management knowledge and may not be applicable to many projects. For example, if I am upgrading an internal application (back office) or am renovating an existing building, I'm not sure there's much relevance to business development.
It would seem to be a better fit for Product Management than Project Management...

In some respects, business development function from a project perceptive may fall loosely into the stakeholder knowledge area, which includes proposing, documenting and implementing changes in a project.
