Are you looking for a generic resource and cost estimating course or the one relevant to your industry? You can always find a generic course very easily (I believe that we even have online programs now).
Or, are you thinking about an advanced project management course (given your back ground). Stanford has one (even an online course). I am not sure about the local facilities in and around NJ. Saving Changes...

Given how poorly the IT industry is at estimating projects (time and budget)you might want to stay away from academic and traditional knowledge sources. Instead you might look to finding some practitioners in the NJ area that have a success record on bringing projects in on time and on budget.
Also be sure to watch of for May's gantthead articles on resource management. There are also some articles in the gantthead repository that speak to estimating.
Finally look to other industries for techniques they use. Saving Changes...
