Going through Clemens link, it mentions the following:

“R.E.P.s are the only organizations authorized to offer PDUs and contact hours that are pre-approved by PMI.”

Does this mean that others still can provide training and PDU’s but it is subject to PMi’s approval so not guaranteed ?

Correct - PMI can always challenge a PDU claim made by non-REPs hence the need for supporting documentation.
