I am trying to track down a benchmark on average IT project spend (% distribution) by phase. Obviously, labor would be more evenly distributed, whereas procurement would be more up-front.

The only research I have is my experience. Here are the % I have used
Discovery 3% --- Requirements / Design 45% ---- Construction 40% ----- Training & Testing 5% ---- Deployment 2% -- this assumes a BPI approach to discovery and a RAD approach to Requirements & Design. Of course the tools used in construction could shorten that effort and push more back to requirements and design.

I would second Michael except to say that the testing and training can be around 10 to 15% depending on the project you are in. In my IT experience with projects, testing would definitely be 10% + especially if other vendor comapanies are involved in construction. Otherwise, requirements, design and development absorb the majority of the cost. In a perfect world, requirements/design should have the highest cost associated than any other phase in IT project management. Saving Changes...
