Is scaled agile really just program management?

I just started listening to "Agile and Lean Program Management: Scaling Collaboration Across the Organization" during my commute. According to the author:

* Scaling process just adds bloat; you need to scale collaboration
* Scaled agile is really just program management

I'm sure there's more to it - I've just started the book. But, what do you think?

That makes it sound like a scaled agile initiative COULD become a program, but just because something is scaled agile, it should not automatically be considered a program.

Is that a fair interpretation?

Let me get back to you with a better recommendation after I get further into the book. Interesting concepts, so far, but I'd like to get a better feel for how the author is suggesting it should work.

Still working on the book... So far, my impression is that it's worth reading if you want to expand your understanding of different ways to scale agile. The book has a process orientation, but not as simple as a How-To guide. The emphasis, and what the author says differentiates scaled agile from agile program management, is collaboration; you scale collaboration to make scaled agile a program. I'm simplifying, but that is the general idea.
