Well, the situation is that I am not the primary Project Manager and I just entered this project to support the Project Manager. The Project Charter has not been approved and this is my challenge since the Work Plan has been difficult to establish. The purpose is to integrate the healthcare services of a US plan to the healthcare services of a PR plan in order to offer services in the US for the affiliates that move to the mainland or that has this benefit coverage.
Take a look at the templates section of the site, but as Andrew has indicated, without knowing what type of healthcare implementation this is, it's hard to provide more guidance.

Yes, I should have provided more detail. We are working to implement the services of a US healthcare insurance provider to expand the benefits for the affiliates. I am new in this industry and I am just supporting the project. Any help will be very appreciated.
