In the last couple of projects I have been I have played a QA role. That is, my role has been to stand up between the customer and the consultant company to review all the activities that must be done to complete the project, detect any potential risk and give recommendatios to mitigate them. However I can not take any decision on the project or manage any resource on it. From my point of view this is like a PMO-Police role, auditor role, QA, etc. I share this to see if there are any other project that are taking this approach to somehow guarantee the job that has to be done. You described a typical QA role. As the project management is done by a manager, only he can decide on how to steer the project to a success. You are the spokesperson from the process side who acts as an advisor to the PM. If a QA role is not assigned, I am afraid that the PM will have to manage that role as well in a typical organization. The only thing where I dont agree completely is in the fact that the PMO is at a higher level. I think the QA review that the methodology given by the PMO and the report process comply with certain quality standard or at least certify that the PMO methodology will fit with the projects and ultimately help the projects to succed. Allow me to explain! I was only saying that PMO or project management office is at a higher functional level as it will have numerous projects in its portfolio. Depending on the organization, PMO and QA activities can reside in a single resource or on different individuals. From a process perspective, both PMO and QA roles are serving the same purpose: to align projects with the chosen methodology.
