We would like to do a skills assessment on the Project Managers in our PMO. Does anyone have any ideas on how to best approach this or any suggestions for tools we can look at? The intent is to identify areas of strength and weakness so we can work on personal as well as overall PMO development plans. Thanks!

The Project Management Institute (PMI) has published a Project Manager Competency Development Framework that can be very useful when used for growth and development planning. You can buy it from PMI, but it is a lot cheaper on amazon.com Saving Changes...

There was a similar activity done in our organization (just no PMO but a whole region). They asked all PMs in the region to complete a questionnaire with multiple choice answers. The test was divided into different sections based on different aspects of Project Management like Initiation, Project Planning, Risk Analysis, performance measurement, Quality, Testing, Client management, Conflict management etc. All the questions were based on PMI methodology (infact our own organization methodology which is more or less similar to PMI).
This test was outsourced to an outside agency who prepared questions. The results were shared with individuals and benchmark was set for all the sections on how much a PM should score. Based on the score, a PM can prepare his/her development plan.
Now if you intend to do this ofr just small group of PMs - I think it can be possible to get a questionnaire done like this to cover different aspects. believe me it was a very good exercise as most of the PMs failed to score a satisfacory level and it makes you realise that there is lot of gap in what we know and what actually we should know.
