I'd agree - a PM who cannot harness the creativity and capability of the team would not be a very effective PM. The era of "command and control" is over.

A PM should get "quality" help wherever, whenever and from whomever he/she possibly can.

The PM need to work to get the best of all the team members, that will influence the result the PM will get for the project.
