What does means "lack of resources"? If it does means that after making resources estimations the needed resources will not give to you then you have to work on estimations. Activity durations will be impacted because of that. So, you have to work with estimations and schedule based on resources (any type of resources) available to get a new schedule. Saving Changes...
I went to some job interviews, and in all of them it was the same question, lack of resources.
As someone mentioned before you could register that in your risk list, you could use leveling resources in your schedule, you can hire outsourcing, but even though Top Direction wants the project to be finished in a very short time.
