The PMBOKAgile says in 9.4.1.3 Human Resource policies are environmental factors. I would have thought them process assets. Enlighten me? Saving Changes...
I can kind of understand that procurement policies would be an OPA because it's a rigid policy to follow; perhaps not something that would infect the corporate culture like HR policies. I agree these inconsistencies are cringe-worthy. Saving Changes...

Agreed with Kiron,
If it's a printed document is a OPA.
If it's common vision of hiring or firing is EEFs.
Let's share an example: There is companies in some Africans countries where people are employed without any formal process, contract, etc. just because the owner like you and can fire any one on the field because he didn't sleep well. In this case firing or hiring is an EFF, people intrinsically know it.
Your English have nothing to do, PMBOK without practices in K.A is sometime not clear. Took me 2 years to fully practices it in English while my mother tongue is Portuguese and wrote my exam in English a and I passed and my 1st attempt.
Again, thank you all for the input. Respecfully though, I'd like to point out that my dominion of English, though it is my second language, is not at issue here. I am fortunate in being fully bilingual. l am able to read, write and speak in both English and Spanish. I am not sure how it became a factor of the conversation. There was simply an incongruity on this particular section in comparison to the rest of the text. With any luck, this contentious item won't be be in the test. In the five years since I first passed the CAPM, I had forgotten how tedious the format was and figured I would leverage the expertise of this community of practice. Saving Changes...
