Deepak -

I don't believe there are any standard formats for these as they wouldn't be considered part of the "happy path" of a procurement. In the event that your procurement policy doesn't specify the required content for such notices, you could check with other PMs who have managed large procurements to see what they did or just Google for Notice to Tenderers to get a few populated examples from different companies and come up with your own.
