When applying for the PgMP it asks about organization strategy and benefit. In this regards does 'organization' specifically mean your company, can this be any group of individuals with a common goal, or can it be both?

A group of individuals with a common goal could be anything; a group of jigsaw enthusiasts, but that won't make it an organization, unless they are registered as such, have a board or management of some kind, organize events, have products/services...but to be sure contact PMI and ask. I doubt whether someone can qualify for the PgMP through groups of individuals with a common purpose, but that doesn't mean it can't be non-profit orgs etc.
