Explain why both managers and unions want grievance procedures?

Since grievance procedures are found in most contracts, both managers and unions must want them.

I believe it's a tracking process that everyone can clearly understand and follow should there by any grievances. If there is no agreement on grievance procedures, well we might end like the wild west where people just draw and shoot to resolve matters; rhetorically speaking.

The rationale is similar to quality assurance in project management. There needs to be an audit trail for the procedure for legal reasons. It's also a risk mitigation technique in that employees have a system for grievances that might get out of hand or escalate if there had not been a formal grievance process in the first place.

Amplifying Sante’s input. Labor contracts (collective bargaining agreements) follow a legal form similar to terms and conditions in contracts with contractors, consultants and vendors. Most of the legal requirements are determined by the location of the work and government regulations, which have evolved over years of owner interactions and lessons learned on contracts with parties providing product and services to the owner.

A standard construction contract form in the US includes a section on disputes and claims for resolving differences that occur during contract execution. The disputes and claims cover the entire contract scope including other terms and conditions relating to payments/budget, changes/scope, and time/schedule.

A standard consulting/professional services contract form in the US includes a similar section on disputes and claims for resolving differences that occur during contract execution. In addition to the items covered in the construction contract, the consultant contract includes more granular requirements such as rates of pay, billed hours per person, overtime expenses, work plan/scope for diligent service, and travel and per diem expenses.
