I seem to be in a similar environment. What I wish we could do is to get better at delivering iteratively prior to learning Agile. With that I mean to deliver projects in a phased way as a stepping stone towards Agile. Culturally, the change toward more nimble practices needs to be embraced up and down. Leadership needs to accept that agility means purchasing talent and capacity. If leaders continue to demand certain outcomes, the organization will likely stick with Waterfall. Conversely, delivery teams need to learn new ways of working fast. If they were empowered to use Agile and fall back to legacy thinking, confidence into their ability to deliver will disappear quite quickly.
