Do you include the planning of a plan in the plan?

E.g. Is the ‘Planning’ aspect of a Time Management Plan included in the Time Management Plan? For a meaningful discussion, I have picked a knowledge area(Time) which does not have an ‘Executing’ process rather than Quality, for example.

A person may understand that after Initiation of a Project then follows the Planning of say ‘how to Execute’ Time Management, ‘how to Monitor and Control’ and ‘how to Close’ Time Management process or activities, which are contained in a Time Management Plan. What about ‘how to Plan’ Time Management process, is it documented in a Time Management Plan?????
