Shu-Ha-Ri is basically about different stages of skill mastery. What stage are you on your project management learning path?
Shu - obey all the rules without diverging
Ha - break away from the rules while still respecting them
Ri - transcend the rules and innovate/create your own way Saving Changes...

For consultants, I imagine they would mostly be in the Ri space due to their creativity in finding solutions, and as you say occasionally the Ha level.

Just to comment: my recommendation is taking a closer look before answer without any other information. This philosophy is taking from AIKIDO and the meaning is not so linear then Sante stated above. I have used them in TOYOTA and then when I took courses with Ken Beck and Alistair Cockbourn. Saving Changes...
Alistair Cockburn, and many others have written about the use and application of Shu Ha Ri (from the Japanese Noh theatre) in agile environments and it applies perfectly to any learning process.
I am mostly in "Ha" stage with occasional "Ri".

Thanks Najam, yes it seems to fit perfectly in project environments in areas such as team development, especially Agile.
As Sergio says, it has its origins in martial arts and is relevant to the maturation of a team from Follow the rule to Break the rule to Be the rule...
Like other maturity approaches, the expectation is that you might be at Shu for one set of practices or capabilities while at Ha for others...
