Project Monitor and Control of Multiple Projects

How can we Control and Monitor the performance of Multiple Projects with each project start interval of 3 months similar in all Characteristics and features each having a project cycle time of 15 months. Any specific software tools are available.

I believe that performance report is tools and tech you can M&C, also PMIS such as scheduling software tools like MS project or primavera.
