Normally you would decompose a program into a set of interdependent projects rather than aggregate a group of projects into a program.
With a portfolio, on the other hand, you would want to identify meaningful taxonomies with your governance committees and other stakeholders and then group projects based on those taxonomies. In most cases, committees want to look at portfolios in multiple dimensions (e.g. by LOB, by type of work).

The reality is normally you get told what projects you will oversee within a program, or they grow (the projects) organically within the program. There is usually some benefit gained in managing the program of projects or else it defeats the purpose of a program. Saving Changes...
