Well, it depends on the type of audit you are carrying but yes it is possible. Different Audits targrt different sections.

Some projects such as government require audits at various stages, even during initiation.

Depends on the objective for the audit.

If one is auditing whether appropriate intake processes and policies were followed for selecting and initiating the project or if one wishes to audit traceability from vision down to requirements, then yes.
