I would start with the senior leadership within the organization. Finding our thier thoughts on what issues affect the business the most. Having senior leadership buy in is key to any program success. I would meet with each one to find out thier take on the organizations Project management maturity, what results they require from a strategic point of view. That will help you establish some targets for KPIs and provide focus for the directives and guidance you provide your team. I would suggest the regular Project Dashboard KPI s and variances on Scope, Schedule, Budget, Quality and additionally Value based indicators on Business Value ROI - planned and variance, Value @risk..etc.
The project dashboard KPIs are to be managed at project level while the value indicators are managed at the portfolio level.
In case of Agile , these can be customized to measure the product backlog, Velocity, Planning efficiency etc Saving Changes...
