Missing a key stakeholder and their requirements would likely be managed as an issue and could result in a change request being created to evaluate the impact and approve the delivery of the missed requirement.

The specific interaction with the stakeholder should be transparent and timely to avoid further impacts to the project.

And, there likely will be a lesson (to be learned) about not missing that particular stakeholder on future similar projects. This could result in the creation or enhancement of a stakeholder identification checklist...

I second kiron on the missing of a key stakeholder requirement and managed as an issue log item.

As a part of Managing Stakeholder engagement, PM has the authority to exercise interpersonal and facilitate the consensus towards the objectives that needs to be meet by influencing / explaining the requirements to the the stakeholder.

From the initial statement, it is clear that the stakeholder came up with a new requirement.
Hence it is not as defined in scope baseline, and needs to be routed as a change request through the Integrated change control process. However, the stakeholder influence has a key impact on the change request that has been made. still the outcome of the Integrated change control decision needs to be considered and followed on.

Well in a predictive project this could spell major issues depending at what stage you are at in the project. If it was an Agile project, we welcome late changes. Regarding predictive projects, if the requirement is crucial, then reset the customer expectation to alter the constraints of probably schedule and cost. Failing that, it can't be included and it will have to wait until another version or project.

I fully agree with Kiron.
