I think unofficial changes are as common as official ones.

All you make into your project must be beyond the names assigned to roles. Including the project manager role itself.

That's a bit odd - usually direct reports will be informed in advance by the current manager or alternately by the current manager's boss but this might be related to the specific surrounding the departure.

In any event, if there are any questions about it, go to your (ex)-manager's manager or to HR...

I have face something similar where the manager was replace and his manager wouldn't inform me that he had assign someone.

Not much you can do. You can step in a trap!
