which to creat first Activity resource estimates or Activity duration estimates?

While creating a project baseline schedule which must be perform first , Activity resource estimates or Activity Duration estimates as both are related to each other.

Activity resource estimation would be done first as without knowing what types of resources and what level of resources are available per activity, you can't determine the duration for effort-driven activities.

For duration-driven activities, you could certainly complete activity duration estimation in advance of figuring out the resource requirements.

However, remember PMBOK processes are iterative, so you can always come up with a use case for cycling back to both of these...

They are normally done hand in hand, back and forth, depending on factors such as availability, skill level etc.

Duration depends on resources. When you are thinking on durations you are always taken into account resources, any type of resources needed.
