Is Project Manager I-III definitions valid?

Project Manager I: 0-3 years of experience/works under the supervision of Sr.PM
Project Manager II: 3-5 years of experience / multiple projects or one large project
Project Manager III: 6-10 years of experience / leads high priority project.

How about someone who was managing small and medium projects for nearly 10 years, where he/she will fit?

Nah not really. You can have PM's that have worked 10 years and do or know very little, and other PM's who have worked 3-5 years with great skills and knowledge and can run rings around the 10-year veterans. The scale should reference not only years (experience) but other metrics such as certifications/qualifications, length/size/complexity of projects managed, etc.

There are a variety of factors that can determine at what level an individual should identify with or represent as such. My hope is that leadership evaluates the individual appropriately across predetermined criteria, such as seniority, accomplishments, skills, experience, etc.

I've met a few long tenured PMs who had experience with just one very specific type of project. I wouldn't call those senior PMs.

Complexity and diversity of domain, scope and solution approach are what I look for when differentiating senior from junior PMs.
