Operational activities or maintenance functions that are realated to program“s components may be considered as related program activities.At the end all this type of decisions are up to the organization convenience.

Remember that programs focus on achieving strategic outcomes more than projects do. Part of that might be sustainability of the changes from some of the component projects and that falls within the realm of operations.

I think Sergio's explanation is a good one. The programmes I have worked on have included an element of operational work until it was over and properly closed.
