How can a PMO benefit a Small-Medium-Enterprise (which is project oriented)?

The case concerns setting up a PMO within an Incubator for start-ups. The place is also a co-working space, as well as they run their own projects, mostly on culture, social entrepreneurship etc. I am pitching to them the value of a PMO, which they understand mostly in big business. Are there any examples of implementing something like this on a smaller scale?

A PMO should add value to the organization. How can you do that? By finding out project pain points then alleviating them, one at a time.

The right answer is: do the organization consider project/program/portfolio management process as part of their strategy? The place where you locate them is part of the budged to create or not a physical unit. Strategy defines the funcions/process needed for organization survival.

Ektor, You need to determine the vision and define your mission, what type of approach; Some PMOs are centers of excellence where all the project managers are assigned. In other companies, the PMO is responsible for setting project management standards and processes and developing a consistent set of templates and tools,and because many will see your role as bottleneck so you need to talk to all stakeholders and show the value that the PMO can add to the company, take your time in transition don't be threatening go small part but don't take too long.

A PMO may not always be the correct solution for a small/medium sized organization. But once you have done the things suggested by other colleagues here, that is when you will know if it is even viable and if it will add value.

A virtual PMO might be a good starting point if you've identified some key gaps or opportunities and once the value of having some focus on elevating PM capability is demonstrated there could be justification in having additional funding to setup a full fledged PMO.

I believe that any process, solution, improvement plan or new organization level. should be powered and implemented in the enterprise on two main directions: be established, described and integrated in the system, be given the effective and efficient clear role and acceptance

Thank you all for your input! I pitched the idea and probably we will set up a virtual-PMO (thanks Kiron!), to begin with, and will take it from there. The good thing is that they realised the value of a more "process-based" project management, and that in the long-term it will benefit them. And one of the "selling points" was the implementation of a Lessons-Learned Registry to collect all previous experiences (and new ones)!
