First thing to do: Clarify with your management the scope and expectations of the brand protection project. Based on this write a short project charter to get the important points on paper for approval (scope, budget, milestones, expected results, involved organisational units).
Based on this clarify needed roles, responsibilities and skills to achieve the project target. In case of gaps (skills, people involvement,...) put your demands on the table.
Do not start without an agreed project charter and clear understanding of mission and needed (confirmed) support. Saving Changes...

-solve issues before it happened.

Welcome to the community. I am also based in Beijing China and it is an interesting project that you are working in.
As a new project manager, it may seems disorientating at first because you are not sure of the boundary, scope and the task. As a PM, learn, improve, plan and execute as you go. You define the structure in a disorganized team. Everything can happen at the same time. Though project management encompass a lot of areas, there are some area which you may want to work more at for start:
1. Define the scope of PM work:
Definition of brand protection, Target result, what is legal dept. required from project management. Important is not to confuse between the actual work (legal matters) from the project work.
2. Define start and end goals. Is it ended by legal solving cases? Or is it end by having set up a process for solving legal case? Set S.M.A.R.T goals so that it is achievable and defined. You can define the work package required.
3. Stakeholders management and communication: Define all the stakeholders in the brand protection whether internal or external.
Obviously, your legal dept. is most important, then maybe your management, marketing/brand management dept. What is their “key pain point”, “interest” or “potential benefit” they get from success of the project. What is the support they could give or the input they want. External stakeholders includes, the brand infringing parties (vendors, signage), government or local authorities (very important for China), even the public and potential customer. Have a strategy for how to work with and communicate with stakeholders.

First of all, congrats on landing yourself the project. I'm sure you have exciting times ahead of you.
Here are some things that I think will help you get started.
Know the business need for the Brand Protection project
1. Why was it started? - What are the threats to your specific brand currently?
2. What is the expected outcome? - What is the strategy to prevent competitors from exploiting your brand?
Know how the project is expected to fulfil the business need
1. What are the different stages in which the strategy is expected to be executed? - What is the project lifecycle that is being adopted to achieve it? What are the expected deliverables?
2. How are the other business functions involved in the project? - Know your stakeholders. What is their expectation? Create reports and dashboards for them based on this. Update them according to their requirement.
3. Find out which of the three - cost, timeline or output is critical in your project. Keep track of it periodically. Course correct accordingly. Eg. If there is a pressing business need to roll out the deliverables ASAP, then you may choose to seek more budget and resources to speed things up.
Do you have a PMO - If yes, find out from them about similar projects done at your company in other parts of the world. What were the best practices adopted, what were the mistakes committed and how they were handled? Try to learn from others experience as much as possible so that you can make newer mistakes and gather new experiences!
