We are always able to apply these concepts 100% in our role as PMs, though doing so might be very inconvenient or even career-threatening (for example, if our boss asks us to lie to a customer).

Yes, we should always strive for the highest ethical example. I have found when I was working in government that it is not always adhered to by our leaders, and/or their idea of what's ethical may not mesh with yours. Things get sort of ugly the closer you get to the politics. But I speak up when I am concerned and if things continue on, and $250 mill is spent on a failed software project (true story), it's out of our hands at times... I left there because I couldn't be part of that project among other things.

I believe every PM should be held to higher ethical standards regardless of whether a formal code of ethics is in place. It really increases the faith and trust others bestow. It may not be practical all the time but, we should always strive to be the best.
