What's the best way to do Outsourcing in project management?

This is an interesting topic if you answer from Project Management perspective.

Can you outsource the Project Management Department?
Can you outsource just Project SME's ?
Can you outsource a Risk Management?
Can you outsource Contacting department?

I would like to hear your comments, and if any of these makes sense.

I think outsourcing project management may be a better way, especially if the company has no experience with project management and will not create projects often, not having experienced professionals in its staff.

You could as a stop gap measure while elevating internal capability but I'd question the long term benefits of this for any organization where project work is substantial. Remember that domain expertise and relationships are critical for project success so solely having external project management resources might impact outcomes and you'd lose out on knowledge development over time.

Do a make or buy analysis. You can outsource almost anything if it makes sense to do so.
