Samer, I haven't stopped a project, but I have stopped a task or deliverable due to technology issues.

I second what Sante mentioned. You can’t just stop a project unless you were forced to and had tocaccept the fact.

We used that time to get organised and get other stuff done. I always keep independent tasks ready to be performed whenever xXxX happens .

There is always something to do. I never had to raise the red flag to stop all work. If all project work comes to a halt that is an indication of some serious problems.

Often activities can be delayed due to infrastructure issues. This does not necessarily stop the whole ship, but the delay had caused negative impacts which ultimately had to be absorbed.

This is where risk management & potential fast tracking comes in. If you hadn't foreseen this risk, then you'd likely want to review your schedule to identify activities which your team can productively work on taking into account the risk of rework...

Never. If you face that situation and do not have possibility to continue working then you are in troubles as project manager. Key thing to decide hiring a project manager is to avoid surprises.

NO, It should not happen as it will be considered failure of PM or PMO. For a few hours it may happen but not for a day.

I think it is not you who stop the work because of IT issue, the IT infrastructure are very important for the companies which if it get any issue the project works will be stopped automatically
