New PM Taking over Leaving PMs projects.

I just started a new job on Monday in which I will be taking over a few projects from a PM who will be leaving next week! I am new to PM at this level. I understand the concepts etc...and have managed some smaller projects, but I am now in a role in which I will be interfacing with lots of VPs etc... The question is how do I best get an understanding of the two projects I will be managing before she leaves next week. Here is a catch, one of the projects I am managing does not have any "set" requirements at all. Pretty much, there are a bunch of ideas going around, and things are getting done, but with no sort of timeline etc...I want to get in there and get hard requirements defined and also set-up some timelines for work, but the current business owner has kind of pushed it on the back burner because the company will be hiring a new VP soon who will take on this intiative. ANY suggestions would be greatly appreciated.
