Can we set aside the purpose of project or operation due to any reason?

I was in QMS conference. The speaker said in case of any unusual observation, set aside the purpose and concentrate in the observation.

It could happen, when differences are seen in purpose and execution of the project. In these cases we must follow the observations. This situation should be dealth in project planning.

If this was related to a special cause variation, then yes, you'd likely want to investigate what caused the variation to occur to be able to either prevent it in the future (if the expected impact warrants) or to be better prepared to deal with it...
