I have heard the term before but for the life of me I cannot remember where.

What context is this term used in, please? Is it interchangeable with Project Manager?

I haven't heard, if " project OFFICER" been applied do you think it will minimize project manager daily responsibility, or just adding position that will increase PM responsibility?

The project officer is used both ways here in Australia, for a junior team player in the project team and sometimes they use it instead of PMO.

I can't recall hearing that term in the USA.

The term sounds like a PMO police position.

It's only confusing because I've never heard it used in Projects. However, the subject of confusing roles was prevalent in Agile space and showed itself when I took the ACP exam. I think it's very important to "standardize" them as appropriate.
