Eliciting, Organizing, Synthesizing and Specifying Requirements in Project Management?

We know that these tasks are performed withing Business Analysis cycle, but what if they was not performed during a BA phase and project manager took a project directly: Where are these tasks performed in the Project Management life cycle? Scope Management? Stakeholder Management?

that would be the Collect Requirements process in the Scope Management knowledge area but you'd leverage your stakeholder register (from Stakeholder Management) to know whom you'd need to reach out to...
