Can we considering Appling for tender is a project

My question is if we preparing for applying for tender as we starting to estimate the the cost and the price which we will offer for this tender documents it May require some visit to the site and so on ?

Yes indeed.. But it should not be daily thing as normal routine then it falls under operation.like preparing qutations.
Tender includes so many steps and it it could take few months. As matter of fact you can handle it as project 100% from initating to close.
Close could be the submission point.

The proposal stage of Rio Olympic 2016 was 15 months project by itself. We had to submit full project plans from A to Z in addition to so many other plans and all methods of executions and what if scenarios, you name it. The submission was more than 12000 pages technical. and do not ask about the MS Project because it was enormous.
I look back to it and I wonder how did we do it.
The point here that tenders' submissions could be very complicated and certainly it has the 5 processes groups life cycle.
