I have this thought on self evolving PMOs for some time now. PMOs that realign continuously to keep up with project demands, without the intervention of an external consultant to take the PMO to the next level. Say if a PMO established at the beginning to roll-out standard reports, what processes/discipline (???) can be built-in for this Level 1 PMO so that as the organization demands increase to level 4 or 5, the PMO evolves itself to meet the changed requirement without any external involvement / consultant?

I am interested in knowing what our community members think of such a concept? Is it doable?

Very interesting concept that I feel you should try out. Evolve at a pace that creates value for the organization by finding out what works best. No PMO is "Wild Wild West" with everyone doing it their way. I applaud your effort to start a PMO.

Shrinath -

Most successful PMOs will have a roadmap defining their near and mid-term evolution and if we adapt capability maturity model to PMO evolution a late/highly mature stage would be that of continuous improvement. I don't believe a PMO could jump right to that stage early in its life but that could definitely be a longer term goal.

Such PMOs will need to be very closely plugged in to many aspects of the organization to ensure there is low latency between changes in their environment and their reaction to them.

I'd be curious to understand what the leadership (or client) believes the problem is that a robust PMO should solve. Provide talent? Structure? Discipline? Transparency? In my mind, implementing a PMO for the sake of applying process for stability is a harder sell as compared to performing a diagnosis, uncovering challenges, and then applying PMO principles. Build credibility while developing the roadmap..
